The rule: cuisine should improve the meal, not confuse it

If a user lists rice, chicken, tomatoes, pepper, and oil, the chef should first look for meals where rice and chicken can be real core ingredients. If the user chooses Mexican, that might be a chicken rice bowl. If the user chooses Thai, fried rice or basil chicken with rice may fit. If the user chooses West African, jollof rice or fried rice may fit. If the user chooses Italian, chicken tomato pasta may fit if pasta is listed.

The cuisine should add direction, not hallucinate unrelated major proteins, breads, or carbohydrates that the user never listed.
